Nick Chadwick's side arrived at Poolfoot Farm having collected three consecutive victories, but an early mistake from goalkeeper Jordan Perrin allowed Mooney to net his first of the game within just six minutes when the keeper's clearance landed straight at his feet, with the forward side-stepping Sam Stubbs to finish.
Latics' head stayed high though, and within less than 10 minutes Hilton had his side level when Joe Downey's low cross was delicately back heeled into the Fleetwood net for 1-1.
It got even better for Latics in the first half when leading goal scorer Powell netted his ninth of the season in the 23rd minute, following in Nathan Randell's cross from the right after excellent combinations in the final third.
Admittedly, Latics let it slip in the second half and couldn't retain the ball to the level they had in the first.
Dodd equalised for the hosts with 20 minutes remaining when he beat Latics' goalkeeper Perrin to a high ball over the top, winning the 50-50 challenge before finishing into an empty net.
Two minutes later and Latics fell behind to the winning goal, Mooney again on target after Perrin's clearance went out for a throw in to allow a Fleetwood attack out wide, with the forward finishing from a tight angle at the back post.
Latics almost clinched a point shortly after when substitute Charlie Jolley teed up Mwiya Malumo late on, but the striker was denied one-v-one with the Fleetwood keeper.
